Joanne Briones
Chief Executive Officer

In 2017, Joanne’s father started BETA Systems International (BSI), putting together his entrepreneurial spirit and strong background in managing federal government business operations, thus fulfilling his lifelong dream of owning and running his own company. As the current CEO of BSI, Joanne is continuing his legacy by assisting the federal government in carrying out its vital business functions while maintaining BSI's support for the veterans of our country.
Joanne oversees the company’s business development activities, actively planning, executing, and tracking BETA's long-term strategy for organizational growth. Additionally, she manages customer and partner relationships, ensuring that BSI maintains its professional image of reliability and optimum performance.
Joanne graduated from the University of Maryland, University College (now Global Campus) with a Master’s in Business Management. She also completed her undergraduate studies at the University of Maryland, College Park, earning a dual degree in Communications and Political Science.
Prior to leading BSI, Joanne held numerous positions spanning across the legal, secondary mortgage, and marketing industries. She also has extensive experience within the diversity and event management space.
She currently resides in Potomac, Maryland with her husband Justin and her son Jefferson Theodore (“Teddy"). In her spare time, Joanne loves to golf, travel and enjoys watching the hometown teams (Nationals, Capitals, Redskins, and Terps).
Joe Beltrano
Founder
Joe was a US Navy veteran who progressively acquired his over 30 years of professional experience leading numerous high-performance agencies such as the Department of Homeland Security (DHS), Department of Defense (DOD), Department of the Navy (DON) Military Healthcare Systems, and the Department of Veterans Affairs (VA).

He started his military career U.S. Navy at Subic Naval Base, Philippines, as an enlisted recruit (E1), and retired at the rank of Commander after over 26 years of distinct military service. After retiring from the Navy, he began his sixteen year career working in the federal government. After retiring from federal civil service, he embarked on his lifelong dream of starting his own business—BETA Systems International, a Service-Disabled Veteran-Owned Small Business, offering comprehensive government management consulting services.

With his professional and scholastic experience, he mentored numerous people in their careers, education, and business affairs. He also pursued various philanthropic endeavors, such as providing scholarship opportunities to those less fortunate.

His personality was larger than life, marked by his charisma, generosity, and his selfless devotion to his family and loved ones. He will always be admired as a great leader, notably for his work ethic. More so, his contagious smile that could light up a room will remain memorable to all.

Raul Jurado

Raul id an ambitious figure in the dynamic world of business. Currently dedicated to the pursuit of knowledge, Raul is actively engaged in obtaining a bachelor's degree in Business Management. His entrepreneurial spirit shines through as founder of QB 1 Consulting, where he has carved a niche for himself in the complex domain of defense contracting. Within this specialized field, Raul has honed his skills in strategic planning and growth, setting the stage for a promising trajectory.
With a thorough understanding of business intricacies, Raul has gathered valuable insights, forming the bedrock of his professional expertise. His journey is characterized by an unwavering commitment to excellence, enabling him to adeptly navigate the industry’s complexities, motivated to build continuously in the federal government. Raul's strategic mindset and innovative approach makes his a pivotal force in shaping Beta Systems' future, envisioning growth not only for myself but also for the overall prosperity of the organization.
John Buckley
Chief Growth Officer
Proven and versatile executive with over 15 years of senior leadership experience providing effective contracting, acquisition, supply chain management, logistics, and program management solutions. Successfully directed over 2000 contract actions, over 250 new procurements, and valued at over $5.2B contract awards. Built, defended, and effectively executed a $100M budget in challenging environments. Achieved a 99% inventory accuracy for 40K line items worth over $550M. Proven success of growing, developing, and transforming employees and diverse teams into high performing organizations.
Led and directed a team over 250 personnel successfully during challenging times. Seasoned FAR, DFARS, ITAR, JCIDS, DoD 5000, PPBE, and CPSR knowledge. Strong business acumen and negotiations skills; Experienced cost, contract, and category management competency; Strong technological, analytical, and risk management skills; Experienced in sustained supplier relationships management with proactive and strategic planning.
Deep Mistry
IT Business Analyst Intern
Deep is our one and only intern and has been with the company ever since 2022, back when he was a senior in high school. After graduating Springbrook High School with a perfect 4.0 GPA, Deep is now attending the University of Maryland, College Park, on a full ride, intending to major in Computer Science with a minor in Math. Furthermore, he has aspirations of attending graduate school and attaining a Master's Degree in Business Analytics.
Joining the company as a high school senior having no knowledge about the field of government contracting, Deep has learned, grown and evolved throughout his time here, all while managing the workload of school and college and being a three-sport athlete, and has now become a critical of part of our company. From managing the company's digital presence, to mentoring peer interns through the Summer RISE program, to crafting RFI and proposal responses, Deep just about does everything for the company now.

Along with having an excellent track record inside the classroom, Deep has also been very involved socially throughout his time in high school, being the on SGA Board and representing his school at the county wide Student Athlete Leadership Council Board, and in college where currently, he works as a Student Manager for the University of Maryland Football Team.
