Joanne Briones

Chief Executive Officer

In 2017, Joanne’s father started BETA Systems International (BSI), putting together his entrepreneurial spirit and strong background in managing federal government business operations, thus fulfilling his lifelong dream of owning and running his own company. As the current CEO of BSI, Joanne is continuing his legacy by assisting the federal government in carrying out its vital business functions while maintaining BSI's support for the veterans of our country.

Joanne oversees the company’s business development activities, actively planning, executing, and tracking BETA's long-term strategy for organizational growth. Additionally, she manages customer and partner relationships, ensuring that BSI maintains its professional image of reliability and optimum performance.

Joanne graduated from the University of Maryland, University College (now Global Campus) with a Master’s in Business Management. She also completed her undergraduate studies at the University of Maryland, College Park, earning a dual degree in Communications and Political Science.

Prior to leading BSI, Joanne held numerous positions spanning across the legal, secondary mortgage, and marketing industries. She also has extensive experience within the diversity and event management space.

She currently resides in Potomac, Maryland with her husband Justin and her son Jefferson Theodore (“Teddy"). In her spare time, Joanne loves to golf, travel and enjoys watching the hometown teams (Nationals, Capitals, Redskins, and Terps).

Joe Beltrano

Founder

Joe was a US Navy veteran who progressively acquired his over 30 years of professional experience leading numerous high-performance agencies such as the Department of Homeland Security (DHS), Department of Defense (DOD), Department of the Navy (DON) Military Healthcare Systems, and the Department of Veterans Affairs (VA).

He started his military career U.S. Navy at Subic Naval Base, Philippines, as an enlisted recruit (E1), and retired at the rank of Commander after over 26 years of distinct military service. After retiring from the Navy, he began his sixteen year career working in the federal government. After retiring from federal civil service, he embarked on his lifelong dream of starting his own business—BETA Systems International, a Service-Disabled Veteran-Owned Small Business, offering comprehensive government management consulting services.

With his professional and scholastic experience, he mentored numerous people in their careers, education, and business affairs. He also pursued various philanthropic endeavors, such as providing scholarship opportunities to those less fortunate.

His personality was larger than life, marked by his charisma, generosity, and his selfless devotion to his family and loved ones. He will always be admired as a great leader, notably for his work ethic. More so, his contagious smile that could light up a room will remain memorable to all.
